Next Step Should Be Mobilization for a One-day Lecture Boycott and Mass Protest

October 1st saw movement by students against fee hike and education underfunding across 3 states. The biggest demo was at the University of Ibadan. Over 2,000 came out. The South West leadership of the National Association of Nigerian Students (NANS) also led a demo in Lagos which could have been bigger if the leadership had done a proper mobilization. The Lagos demo was more like something the leadership rushed into than a properly thought-out action. Nevertheless this demo is an interesting and welcomed development given that for years NANS has remained largely fazed by the various neo-liberal capitalist attacks on public education.

The protests on October 1st may not have made any splash in the news media, nevertheless this was an important movement that present the potential for building a coordinated mass campaign against education under funding and fee hike. Weeks before October 1st, the ERC had launched a new campaign against fee hike and education commercialization. A key slogan of the campaign is the demand for coordinated lecture boycotts and mass actions to demand reversal of hiked fees and increase in education funding. Activities of the campaign consist of pasting of posters, circulation of leaflets and discussion with students and education workers on the need to build a movement to challenge education attacks.

So far the response has been impressive. Many eagerly accept our leaflets and are willing to join the campaign. The large turnout on October1st of over 2,000 at the University of Ibadan (U.I) shows how much the campaign met students expectations. Such is the anger on campuses at fee hikes and education underfunding that many have called the ERC wanting to know what is next. This mood is not surprising given Nigeria's impressive growth rate and yet the unrelenting destruction of public education at all levels, record-level fee hikes and reduction in funding to higher institutions. Many have now begun to realize that the problem is not lack of money to fund education but lack of a pro-poor government that can and is willing to do so.

This mood is further reflected in the number of students willing to join the DSM and the campaign as well as in paper sales. Many more who did not join the protest on October 1st are willing to participate in subsequent mass actions. All that is needed is a clear program from the NANS Zone D leadership to build and properly mobilize for a wider movement linking together students on all campuses in the South West around a program of Action against fees, under funding and other neo-liberal capitalist attacks.

For instance the NANS Zone D did not do proper mobilization at the Lagos State University (LASU) where the biggest attack is taking place and the most anger among students. Over 2,000 candidates abandoned their admission early in the year when fees was increased. An academic session down the line, anger still boils as the few first year students who managed cobble together the sky-high fees to secure admission are not willing to go on paying. And they said this in no uncertain language months ago when in the middle of examinations they embarked on protest.

Despite the compromises of the students' union leadership, anger will again rise to the surface when the University resumes in the next few months. Similar situation exists on other campuses across the country. At the Obafemi Awolowo University where the management has been doing everything possible to prevent the restoration an independent union, potential exist to mobilize for actions around a program of democratic rights including demands for recognition of the right to organize, immediate de-proscription of the union, immediate elections and withdrawal of all undemocratic steps already taken to make impossible an independent union.

There is need to build a wider movement that links all these issues together and strive to mobilize for series of actions around them. This means the NANS Zone D has to come up with a clear program to mobilize. An immediate congress of the Zone will play important role in reviewing the October 1st demo and discussing what the next steps should be. As an immediate next step, the ERC is calling for a one-day lecture boycott and mass protest that can provide the springboard for further actions. This will require proper mobilization through rallies, congresses on all campuses, posters, leaflets and press campaign to get a wide number of students informed and involved.

A successful movement against education attacks in the South West can provide a potential for the development of a nationwide movement that can link together students of all campuses in action against government neo-liberal education policies and for free and democratically-managed public education system. To help build this movement, the ERC will continue its campaign by visiting more campuses we have not yet reached with posters and leaflets urging students to join us for a fightback.

Will the 2013 budget lift education out of decadence?

On October 10, 2012, President Goodluck Jonathan presented the 2013 budget proposal to a joint session of the National Assembly. A total sum of N426.53 billion was proposed as allocation to the education sector. This is 8.7% of the budget but only a small portion of it, a mere N60 billion (14%) is for capital projects as the rest is for overhead. What this means is that Nigeria is so far away from meeting the UNESCO recommendation of 26%.
For us in the Education Rights Campaign (ERC), this allocation is too little to resolve the multitude of problems afflicting the education sector which ranges from lack of basic teaching and learning infrastructures, collapsing school buildings, inadequate teaching and non-teaching staff, inadequate number of schools to accommodate increasing numbers of applicants, an underpaid workforce, brain drain, mass failure, over 40% illiteracy rate etc.
We therefore call on the National Assembly to increase the 2013 budgetary allocation to education to 26% of the total budget as recommended by UNESCO. This should not be the end but rather the starting point of government's efforts to provide free and universal public education at all levels as enshrined in the constitution.
We must note that since the presentation of the budget, several individuals and groups, most of whom are mere habitual government praise - singers, have gone to town claiming that the budget proposal accords the education sector the highest share of allocations and that this is evidence of government's commitment to repositioning public education in Nigeria. To start with, this is a malicious lie! In the same budget, about 12% is to go to debt servicing!
Chief among the motley crew of praise - singers is the National Association of Nigerian Students (NANS)- a platform which used to be at the forefront of the campaign for adequate funding of education. In a recent press statement signed by its President, Dauda Muhammed, the association was full of praises and adoration for the Federal government. According to the NANS "the Present commitment of the President Jonathan administration can be seen as a step in the right direction towards the attainment of our age-long agitation for the actualization of the 26%  minimum allocation to education as recommended by UNESCO" Daily Trust (Abuja) 12/10/12.
The Education Rights Campaign (ERC) disagrees with this kind of uncritical and highly jaundiced view of the 2013 budget proposal. This statement shows how completely degenerate and increasingly pro-government the national leadership of NANS has become over the years.
In any case, the ERC does not believe the 2013 budget reflects any commitment whatsoever on the part of the government towards improving the fortunes of the education sector. Instead, considering the 2013 budget proposal whose size is a whopping N4.92 trillion is about 5 percent bigger than the 2012 budget, this allocation to education reflects completely the opposite.
Allocation to education only increased marginally from 8.43% last year to 8.7% in the 2013 budget. Meanwhile the President in his budget speech admitted that the 2013 appropriation bill is 5% bigger than the 2012 budget. Of course by the time the National Assembly finishes work on it which is really about inflating its own perks of office, the budget should be expected to be way bigger than this and the percentage allocation to education will drop further.
Indeed at this rate, NANS' hope that the 2013 budget proposal is "a step in the right direction towards the attainment of our age-long agitation for the actualization of the 26% minimum allocation to education as recommended by UNESCO" will most certainly never be realised either now or in the foreseeable future.
As experience has shown, as fiscal outlays (budget size) increases so also does the share of the education sector and other key sectors that directly impacts on the lives of ordinary Nigerians decrease. This is because the priority allocation in budgets often goes to security, debt servicing and the perks of office of the presidency, national assembly members and the government bureaucracy. For instance in the same budget, a sum of N1.12 billion is apportioned as money to purchase two new helicopters for the Presidential air fleet, N1.5 billion for the 'welfare' of the presidency and N5.5 billion for past heads of state and their deputies.
However another point which government praise singers have overlooked in their haste to label President Jonathan as education-friendly is the fact that the Federal government recently established about 9 new Federal Universities which are being built right from the scratch. Against this background, allocation to education should naturally be expected to double or triple over last year's with a huge portion voted for capital projects.
Unfortunately this is not the case which means government is expecting to pay for the building of infrastructures in the new universities by charging sky-rocketing fees. Already fees have been hiked in some federal and state universities with many students facing the bleak prospect of dropping out.
In actual fact, disbursements to each tertiary and non-tertiary institutions as well as departments and agencies may not even increase at all or only marginally given that there are now 9 additional responsibilities. Moreso only N60 billion of this allocation is for capital project. How many modern libraries or science laboratories would this be able to build? How many standard lecture theatres or students' hostels can it build? This amount will not even be enough to provide adequate infrastructures in the 9 new federal universities not to talk of the existing tertiary institutions in the country that are in different state of abject disrepair. So the big question therefore is where exactly is the justification for NANS' effusive commendation of the President?
8.7% is a marginal and imperceptible increase considering the frightening levels of decay in the sector. A country such as Ghana allocates about 30% of its annual budget to education and its economy is not half as big and fast-growing as Nigeria's. Today, thousands of Nigerian students are studying in Ghana and Benin Republic due to the horrendous collapse of facilities and quality in our own Universities. This is aside many more in Europe.
Meanwhile less than 50 years ago, the University of Ibadan was adjudged the best on the AfrIcan continent and among the top best in the world. It was a citadel of learning, just as many of the first generation universities were then, to students and academics from all over the world due to its facilities, quality and standard. Today, this same university occupies a shameful 40th position in the comity of Unversities in Africa according to the latest Webometric ranking of Universities. The only University that made it to the top 20 was the University of Lagos (UNILAG) trailing behind Universities from South Africa and Ghana.
It is not possible to turn back the fortunes of our collapsed education sector by mere piece-meal reforms or meagre percentage point increments in allocations. What is needed is a state-funded emergency crash programme that will include massive investment in the education sector, building more schools to expand access, renovation of teaching infrastructures like lecture theatres, classrooms, modern libraries and science laboratories, restoration of research as components of tertiary education, improvement in the pay and condition of staff, an aggressive policy to employ at least 30, 000 additional academic staff for universities with similar measures for polytechnics, colleges of education and also primary and secondary schools, cancellation of fees to ensure everyone is able to go to school, etc.
Compared to what needs to be done, N426.53 billion is not just too little, it is completely inadequate and will not make any noticeable difference in the condition of education over the next one year. For the government to get started at all, at least the sum of N1.28 trillion being 26% of the proposed budget would be needed annually over the next 10 years at least to begin to turn around the fortunes public education.
However, while we in the ERC demands adequate funding of education, we also recognise the fact that unless corruption is tackled, more money would not necessary resolve anything. There are already too many cases of mismanagement and corruption in the education sector with some Vice Chancellors, rectors and provosts practically looting the accounts of their institutions with impunity.
This is why we are always quick to stress the demand that all educational institutions (Universities, polytechnics, montechnics, colleges of education, primary and secondary schools) must be put under the democratic control and management of elected committees of representatives of management officials, staff and students. In this way, it will be possible to ensure that funds allocated to education are judiciously utilized to carry out the needed turn around. This is also the best way to avoid looting or mismanagement of these resources by a few appointed management officials.
Now, members of Nigeria's capitalist ruling class and their apologists are always quick to argue that government cannot be solely in charge of the funding of education and that therefore our demands for adequate funding of education is at best impracticable. However we in the ERC do not make this demand for nothing, it is because we know that Nigeria has colossal wealth, which, if rescued from the grip of private ownership by the 1% and looting by political office holders, can have great effect in adequately funding education but also providing free public education at all levels and turning around the horrendous state of public infrastructures and the lives of the vast majority of Nigerians.
To mobilize sufficient funds needed to improve funding of education up to 26% as the starting point of provision of public education as a free and universal right of all Nigerians, the ERC demands the following steps to be taken by the Federal and state governments:
(1) Immediate reduction in the salaries and allowances of political office holders and the savings ploughed into funding of public education and other social services. No political office holder should receive wage higher than that of the highest paid civil servant.
(2) Reduction of the bulging bureaucracy of government which consists of numerous ministries, agencies and departments with overlapping and duplicated functions, retinues of assistants, special and senior assistants and hangers-on all on the payroll. For agencies, departments, ministries and functionaries of government at federal, state and local government level to be reduced to the barest and most essential ones.
(2) An additional 8% education tax on all multinational companies doing business in Nigeria as well as big indigenous big companies. This is in addition to the 2% education tax already being paid by all registered companies in Nigeria according to the Tertiary Education Tax Fund law. The big multinational companies such as those in the telecommunication sector spending billions on advertorials and promotions need to be adequately taxed to augment funding of public education.
(3) Judicious use of the Tertiary Education Tax Fund (TETFund) by workers, parents and students to provide teaching and research facilities in schools through full democratization of the TETFund Board of Trustees to include representatives of the students and staff unions so as to ensure that these funds are not looted.
(4) Public ownership and democratic control and management by the working masses of the commanding heights of the economy, including the oil sector and banks, to ensure that Nigeria's economy is rescued from the private ownership and profit-interest of the 1% and can now be made to begin to serve the interest of the people.

For immediate opening of the university and conduct of examinations
The Education Rights Campaign (ERC) calls for the immediate opening of the Abia State University (ABSU) which was shut on Wednesday October 10, 2012 by the management in response to students protest against attempts by the management to bar a large proportion of them from writing examinations unless they paid the recently hiked school fees.

We condemn the closure as well as the fee hike which we consider as anti-poor. We therefore also demand the reversal of the hiked fees and for students to be allowed to write examinations.

The University owned by the Abia state government recently hiked its fees without taking into cognizance the poor working class backgrounds of majority of its students and the dire economic straits in which most working parents are in due to low pay and severe increase in the cost of living.

The ERC believes the "no-fee-no-examination" directive of the university management was provocative and was the cause of students' protest. By this directive, what the university management was telling students was to do anything they could to pay within a week a fee they could not afford to pay for a whole 2 semesters!

Is this not the kind of pressure, caused by government anti-poor policies such as fee hike, that forces the youth into life of crime and prostitution?

Without the protest, a large proportion of students would have to take the only option available which is to drop out of school or go stealing. Early in the year, a similar fate befell over 2000 prospective students of the Lagos State University (LASU) who had to forfeit their admission when the University's fee was increased from N25,000 to between N193, 750 and N348, 750.

These are the horrible consequences of the anti-poor education policies of government at all levels in Nigeria and the protest of ABSU students is an instructive signal that Nigerian students would have none of it anymore.

We demand to know what the Abia State government is doing with its federal allocations and internally generated revenue if it cannot provide sufficient funds for its University without having to heap the burden on poor parents. Evidently much of the state resources needed to fund education and other social services are looted by politicians and their agents.

We therefore call for adequate funding of the university and democratic management of its affairs and resources with elected representatives of the education workers and students.

We fully support the protest and urge the students not to relent until the fees are reversed. To win, the students have to organize themselves peacefully by holding regular meetings to democratically draw out programs and activities to fight for reversal of the fee hike and re-activities opening of the university.

 My profound appreciation goes to the organizers of this workshop particularly the leadership and members of Ibadan North branch of Oyo State wing of Nigeria Union of Teacher (NUT) for thinking it worthy toinvite me as the GUEST SPEAKER of this year edition of world teacher day.
As a socialist, I am personally enthused with the theme of this workshop: Take a stand for Teachers, which in my opinion is like a clarion call on the leadership of Nigeria Union of Teachers (NUT), the representative of both primary and secondary school teachers to kick-start the process of organizing, mobilizing and educating Nigeria teachers both in private and public school towards the direction of making sure that, the Nigeria government at all level  pay  necessary attentions to teachers concerns and priorities regarding education.
It will be recalled that one of the reason of inaugurating the world teachers day by United Nation Educational, Scientific and Cultural Organization (UNESCO),  in 1994 was to have a particular day set aside through which Teachers all over the world will always come together to  highlight their concerns and priorities regarding education.
Worthy to note that, the world teachers' day we celebrate today was a product of concerted effort and agitation of Education international, a global union federation of teachers' trade union. In 1966, the, EI through its agitation forced the special intergovernmental conference to adopt UNESCO/ International labor Organization, ILO recommendations which for the first time gave teacher an instrument which define their responsibilities and assert their rights. It was the adoption of these recommendations that made it possible for UNESCO in 1994 to be able to set aside every 5th October as the day to commemorate the world teachers' day.
 Unfortunately, despite the fact that Nigeria  had always been among 100 countries where teachers  commemorate this day  yearly, the terrible condition such as poor welfare package and absence of necessary working tools, under which  Nigeria teachers work had clearly showed how Nigeria government at all level had consciously failed to  pay necessary attention to teachers concerns and priorities regarding education thus weakening their morale.
Take for instance, in most public schools across the country; classrooms building are in rickety condition with their roofs leaking and walls collapsing. Most often, students are forced to take their classes under the trees. Most cases, primary and secondary schools are over crowded with more than 100 pupils per class/teacher, as against the teacher to students' ratio of 1:35 recommended by the UNESCO.
Sometime a school having a student population of 8000 or above maintains only one teacher in compulsory subject like mathematics, English, biology who in most cases has to handle the same subject from JSS1 class to SS3 class! Having a single teacher handing such a large class, means that the teacher will be unable to assess his/her student effectively.
Again, teachers being in the category of other professionals like doctor, lawyers, engineers are supposed to be placed on professional salary scale. This was the crux of TSS agitation which lasted for months in 2008. After, five month of this struggle, the federal government as well as state governors under the platform of Governor Forum signed an agreement with the National leadership of NUT which stipulated that the salary of Nigeria teachers in public schools most  be increased by 27.5% of their basic salary.
It is quite painful to remark that, four years after signing this agreement, not fewer than 16 states across the country are yet to honor this agreement. Even, Governor of states where the 27.5% pay rise is being implemented, have made series of attempts to consciously discontinue the implementation of the gain of over five months nationwide TSS struggle. Notably among states where this attempt was made is Oyo State, where the so called progressive ACN -led government attempted in its bid to renege from the full implementation of N18, 000 minimum wage  to discontinue the implementation of 27.5% pay rise for Oyo State Teachers. Having failed in this bid, the Oyo State government further went ahead to sack 3000 teachers in its false claims of curbing crime and immoralities.
As we of DSM had repeatedly and severally stated we condemn the allegation of sharp practices like forgery, corruption and falsification of age/certificate upon which the sack of the affected workers was predicated. At the same time we condemn the attitude of the Oyo State ACN-led government for sacking workers based on allegations without providing an avenue of fair hearing for the affected workers to defend themselves against the alleged offence. It is on this basis we maintained that the two review panels whose constitution further question the veracity of the entire process under which the sack was predicated were like a medicine after death!
However, I learnt that over 1000 of the sacked teachers were just reinstated few days ago. Assuming one of the reinstated teachers was among those that already died due to a shock which emanated from their sack, what kind of compensation can the government give to such a dead person?
In private schools the condition of teachers is far worse. Teachers are not even allowed to participate or observe the world teachers' day. This is because almost all private schools are run with casual teachers. These are category of teachers who were employed without employment letter and they are usually dismissed verbally because they lack any union protection. Salary increase is unheard of in such employment. Infact, a teacher is usually made to teach as many as possible subjects and classes. This helps the proprietor to reduce the number of teachers to be employed.
Pregnant female teachers are disallowed to proceed on maternity leave which would mean other teachers would have to be employed to replace them. In some cases, in many interviews, female teachers are warned before employment not to get pregnant if they have not worked for five years. Official school closes at 2pm but teachers in private schools are made to work till 5pm. Pay is very low with no hope of increase unless the proprietor or owner is benevolent enough to see the need for it.
I have decided to give this long background of the plight of Nigerian teachers, just to show the kind of "attention" Nigeria government and Private owner of schools had been paying to teachers as well as education. Therefore, to roll back and reverse this ugly and terrible trend, Nigerian teachers and teaching profession is subjected to, the leadership of NUT at all level must as a matter of urgency take a stand for teachers.
To take a stand for teachers means that NUT must insist that teachers deserve living wage, as well as better working condition and environment. In addition, the NUT must join other education workers unions like Academic Staff of University Union, ASUU to continue the call for proper funding of public education by government at all levels in order to guarantee adequate provision of functional facilities and well-motivated manpower for quality education. NUT must also consider as part of its stand to be taken for teachers to consciously and seriously pursue the necessity to unionize teachers in private schools across the country.
Again, in taking a stand for teachers, the NUT must refute the deceit that Nigeria government can not fund education alone. Infact, recently statistics showed that Nigeria 's crude oil production daily is 2.5 million barrel. At the rate of $133 that a barrel of crude oil is currently sold at the international market, Nigeria makes not less than $282.5million; $8.475billion; $101.7billion on daily, monthly and yearly basis respectively. The Naira equivalent of this figure is N16.272tr/yrs. With 2012 estimated budget of N4.5tr, there is a huge sum of N11.772tr the Nigerian ruling class and its representative in government cannot account for.

If the money the Nigerian state makes from the sale of crude oil alone is well utilized and democratically used, it is enough to begin to transform the entire educational sector as well as  other sectors of the economy. But as long as various neo-liberal policies like privatization, commercialization, devaluation, commercialization, retrenchment, deregulation among others remain the economic philosophy of various governments across the country formed on the basis of pro-rich, anti-workers political parties like PDP, ACN, ACCORD, APGA, LP etc social services like education, health will always be starved of adequate funding

Given this background, I strongly hold that, NUT must prioritize the need to fight all forms of neo-liberal policies as part of the stand it has to take for teachers. This kind of fight against all kinds of neo-liberal policies must be seen as a basis toward a socialist transformation and reconstruction of Nigerian state.
As a Socialist am convinced that only a socialist Nigeria where the commanding heights of the economy are nationalized and placed under the democratic control and management of the workers and poor that can guarantee an adequate funding of education as well as other social services thereby permanently reversing the ugly trend of poor condition and environment in which Nigerian teachers work as well as the poor state of Nigeria education.
In the light of this, I hereby use this forum to call on all of us here present today as well as the leadership of NUT at National, State and local level to join us in Democratic socialist movement (DSM) in our campaign for a socialist transformation of Nigeria.
Again as we are approaching another election year to elect those who will be leading our union in the next four years. I will like to call on us to be vigilant and diligent to make sure that only a credible leader that will be able to take a stand for us is democratically allowed to emerge. Such a leader must be able to take a stand in addition to the one highlighted above to maintain that Oyo state workers deserve: a full implementation of N18, 000 minimum wage across board as well as  right to full and gainful employment.
